Haven 1903 PD

Hyperspace FTL, impeller drives, fusion power. Qualitatively behind Manticore in electronics and missiles.

David Weber describes Haven's systems in tiers: 30-35 first-tier, ~35 second-tier, ~35 more industrialized, and ~30 economic sinkholes totaling ~135 significant systems. The Honorverse Wiki lists 76 named member systems. Including minor holdings, outposts, and claimed systems, the total reaches approximately 200-300. About 100 systems were conquered through the DuQuesne Plan between 1846 and 1900 PD.

Key systems include Haven (capital, 667 ly from Sol), Barnett, Trevor's Star (annexed 1888 PD), MacGregor, Lovat, and Cerberus.

Population: 200e9. Estimated per-person power by segment:

• Dolists (~130B, 2/3 of population): ~3,000 W/person (basic fusion-powered urban living, BLS-supported)
• Productive sector (~70B): ~60,000 W/person (heavy industry, shipyards, interstellar commerce)
• Military overhead: ~5e14 W (2,106 warships in peacetime)

Total: 130e9 x 3,000 + 70e9 x 60,000 + 5e14 = 3.9e14 + 4.2e15 + 5e14 = 5.1e15 W. Per-person average: ~25,000 W (vs Earth 2023: 2,200 W/person, about 11x more). Kardashev: log10(5.1e15) / 10 - 0.6 = 15.71/10 - 0.6 = 0.97, rounded to 1.0.

Min (100B people, 15,000 W/person): 1.5e15 W, K = 0.92 ~ 0.9. Max (300B people, 30,000 W/person): 9e15 W, K = 0.96 ~ 1.0, with military surge ~1.1.

Haven ranks below Manticore (K=1.1) despite larger absolute size. This reflects Haven's economic dysfunction: empty treasury since 1804 PD, two-thirds unproductive Dolists. Manticore's extremely high per-capita output (wormhole junction revenue, small efficient economy) drives its higher K rating.

The Honorverse Wiki references 75+ inhabited worlds for the later war period. At 1903 PD the number is similar or slightly lower after five decades of conquest under the DuQuesne Plan. Several major systems (Haven, MacGregor, Trevor's Star) have multiple inhabited worlds, pushing the total above the number of inhabited star systems.

Formally a people's republic with a President and legislature. In practice, an authoritarian oligarchy run by Legislaturalist families since the mid-18th century PD. The Hereditary President holds office for life. Sidney Harris has held the presidency since before 1867 PD. The Constitution is a facade.

Key officials in 1903 PD: Secretary for Foreign Affairs Ronald Bergren, Secretary of War Elaine Dumarest, Secretary of Economy Walter Frankel. The Presidential Security Force (mercenaries from New Geneva) provides personal security for the President. Fleet Admiral Amos Parnell serves as Chief of Naval Operations.

People's Navy fleet composition prior to the First Havenite-Manticoran War:

Second largest navy in human space, behind only the Solarian League Navy. The PN has a 2:1 tonnage advantage over the RMN (4,674.5 vs 2,318.6 MT) and a 1.3:1 numerical advantage (2,106 vs 1,621 ships). The 412 superdreadnoughts form the core striking power. The 374 battleships are a distinctive feature, maintained as rear-area defensive units in a role most navies consider obsolescent.

No canonical total population figure exists for the PRH across all systems. Estimated from David Weber's description of Haven's system tiers: 30-35 first-tier systems (avg 3-5 billion each), ~35 second-tier systems (avg 1-2 billion), ~35 more industrialized systems (avg 0.5-1 billion), and ~30 economic sinkholes (avg 0.1-0.5 billion). Central estimate ~200 billion.

By 1904 PD, nearly two-thirds of the population are Dolists (welfare recipients on the Basic Living Stipend). The planet Haven alone has several billion inhabitants, with Nouveau Paris holding 36 million.

TL 9 FTL. Same fundamental tech base as Manticore: hyperspace FTL, impeller wedge drives, fusion power, gravitics. One generation behind in electronics, EW, missile guidance, and compensator efficiency. Lacks grav-pulse FTL communications (relies on courier boats). Hardest tech is still the impeller wedge, which Haven fields at comparable scale. The quality gap is in refinement and implementation, not in fundamental capability.

Interstellar Dominion. Same fundamental technology as Manticore: hyperspace FTL, impeller wedge drives, fusion power. Controls ~200 star systems with ~100 inhabited worlds and 2,106 warships (4,674 MT). Upper end of Class 10 but lacks the thousands of worlds or advanced AI needed for Class 11.
